British gas guzzlers to pay more to park

Residents of one suburban London district will soon pay annual parking fees based on how much carbon dioxide their cars emit — meaning leaving the SUV home will save gas, but not money. The Richmond council agreed Monday to levy a sliding a scale of charges based on emissions, leading to the biggest polluters paying 300 pounds (USD 590, 450 euro) a year for the right to park outside their homes.
